META DOESN'T ALLOW ME TO CREATE WHATSAPP API. WHY?

I don't know really. It makes no-sense
I have spent 9 days on this issue and, i am speechless at this point. I was not able to move a needle!
[update on July 17th]: Just today, i was able to get a fix from Meta team. No explanation for what happened, a fix is implemented silently as well. I believe I have sent more than 80 emails. Now I can move on with the development. Lets see how long this will take. I am guessing a month from now on.
Can WhatsApp API be used literally? NOPE!
I am really sick and tired of this issue at this point. In June, I heard that Cloud API is finally available for Turkish numbers, therefore I wanted to implement Whatsapp notifications for daily namaz reminders, thinking that they will be more powerful than emails. Since most people check whatsapp more often. However Meta's cloud API implementation steps are giving me cancer dose everyday!
I have spent 9 days on this issue and, i am speechless at this point. I was not able to move a needle! Here is what i do step by step:
1. create an app
2. Choose company:
3. Select Use Case:
4. Select an app type:
5. Create App info:
6. Add WhatsApp to my business app
7. Whatsapp API added to business. Quickstart menu looks ok.
8. Nope! API setup is not successful. WHY? WHY? WHY?
I did not even tested a single API call. You gave me a test number which is dead born. and I have alerts! Lets see what it is:
9. Immediate Alert for my Business Account: Your Business has been disabled
And why is that? It says that my website is not to be found. It is live indeed! and these are all happening after verifying my business.
10. the next day update: supposedly "Namazeven doesn’t meet WhatsApp’s Commerce Policy"
On its 10th day, still no progress, somehow Meta claims mismatch between policies, although i don't see any.
Meta is just ignoring my attempts. I have tried this with more than 10 apps. Each one gets rejected during the testing phase. Only the first time I was able to send one test message and that was from a different company account (my previous startup). And now that is blocked too. I had to restart my whatsapp business account in my phone 3 times and all my data is lost in the process. Still no solution and i am really frustrated.
I write to Meta team 4-5 times from different channels. no response at all. I really wish to proceed with this. If you know how to handle such problem, please send me an email. I really appreciate that. Thanks
